07. Macroeconomic conditions for post-growth-societies

In this course we learn and discuss, what macroeconomic framework would facilitate a post-growth economy. We start by analyzing why the economy grows and what problems are connected to it. Second we cover the role of a wide range of economic policies (taxes, working time reductions, commercials etc.) for a post-growth economy. Third, it is discussed in detail, how effective climate policies would look like. Finally, we develop and debate possible future campaigns to bring about the macroeconomic framework needed for a post-growth economy.

Day (1): We start with a session on the question, “why does the economy grow?” covering causes for growth from various economic growth theories. Central concepts are the macroeconomic circuit of supply and demand, the role of competition and accumulation, how new technologies emerge and what impact they have, the role of crediting and lending and the effects of commercials and need-creation. We further analyze the criticism on economic growth concerning the environment, human well-being and democratic matters.

Day (2): We discuss various proposals for macroeconomic policies that are supposed to end economic growth and help solving the problems laid out on the first day. These policies include social-ecological tax-reforms, labor market regulations, possible alterations of the welfare system , commercial regulations and trade regulations. The effectiveness of these policies to lower/zero/negative economic growth and/or help to achieve social and environmental goals will be assessed.

Day (3): After having discussed the range of policies on day two, we delve into a more detailed discussion on climate policies, focusing on Germany. We analyze and criticize the nature and effects of the existing policy-framework and debate how climate policies and personal behavioral change interact. Finally, we develop how effective climate policies would look like and what societal changes apart from state policies are required.

Day (4): Based on our newly gained understanding of what policies would be helpful for the emergence of a post-growth economy we brainstorm what concrete political campaigns could be useful to bring about such policies. What campaigns are possible? Who are the actors needed? And which campaigns could we best push forward?
